You might check with a nearby university to see if they have a relationship with an American school.
faculty should be able to help you make contact with someone legitimate. It isn't really for pen pals, but you might consider joining SERVAS. It is a global network of travelers and hosts who have been through a background check.
you join you will have access to contacts all over the world who will almost certainly write back: joomla.servas.org I live in New Orleans and would be able to provide information on my city. if you think you might relocate here.
